WHITE, Circuit Judge. Plaintiff Frank Nali challenges the district court’s dismissal of his civil rights action for failure to state a claim on which relief can be granted. We conclude that Nali stated a claim under the First Amendment, but that the district court properly dismissed his remaining federal claims.
