WILLIAMS, Circuit Judge. Michelle Frakes was honorably dismissed from her job as a special education teacher at Peoria School District No. 150 (“Peoria”) in a voluntary reduction of force. Because Frakes had received “unsatisfactory” ratings as a teacher, state law placed her on the schedule of teachers to be dismissed.
