OPINION KAREN NELSON MOORE, Circuit Judge. The Detroit International Bridge Company (“DIBC”) and its Michigan-based parent CenTra, Inc. (collectively “Cen-Tra”), believed that more divided them from Windsor, Ontario than united them. For one thing, the Detroit River separates Windsor from Michigan.
