RICHARDSON, J. I respectfully dissent. In my view, a public member of a government agency has standing to challenge by petition for writ of mandate that agency action which fails to comport with its obligatory duties. There is no provision of law, constitutional, statutory, or decisional, which shuts the courthouse doors to such a person.
