GOODWIN, Circuit Judge: In April 1990 the United States Drag Enforcement Agency (DEA) orchestrated the abduction and torture of Dr. Alvarez-Ma-chain, a Mexican doctor, and transported him to the United States for prosecution for the murder of a DEA agent in Mexico.
